UPDATED:

Lanes on both sides of the Interstate 5 freeway between Carmel Valley Road and Del Mar Heights Road have re-opened after being closed for roughly an hour due to police activity, according to Caltrans.

San Diego police say the closure was due to a standoff after the driver stopped and refused to get out of the car. The pursuit began in Imperial Beach.
