UPDATED:

All southbound lanes for state Route 163 in Hillcrest were reopened Tuesday afternoon after being closed for five hours due to police activity, officials said.

An incident near the Washington Street offramp was reported around 9:20 a.m., San Diego police Officer Colin Steinbroner said.

A traffic advisory was issued soon after as southbound freeway lanes were closed in the area, and a hard closure was also put into effect for the Hotel Circle on-ramp to eastbound Interstate 8, CHP officials said.

Around 2:30 p.m., officials at the scene reported that one person was in custody and that lanes could begin to reopen.
