of the Lemon Grove City Council may select a new council member Tuesday night after interviewing 11 applicants seeking to fill a vacancy and serve the remainder of a term that expires in December 2026.

The vacancy was created when then-Councilmember Alysson Snow was elected mayor in November.

Interviews will be held during the public portion of the meeting beginning at 6:10 p.m. at the Lemon Grove Community Center, 3146 School Lane. Each applicant will make a three-minute statement and each council member will have two minutes for questions.

Up first is applicant Cody Littleton, a 7-year city resident who has served as vice president and chair of professional development of the Urban League Young Professionals.

Applicant James Stout, a 48-year resident and general inspector with Senior Aerospace Ketema, has served on the board of directors of Faith Chapel and Lifepoint Church, where he also has been treasurer and an elder.

Jay Bass is a 34-year resident who served as a Lemon Grove School District trustee, Lemon Grove planning commissioner and on other organizations. He worked as an operations manager at San Diego International Airport from 1998-2018.

Kenneth Davies, a 25-year resident and computer programmer, listed no involvement in boards, commissions or other organizations on his applicatio, but wrote that he is concerned about the condition of the city and streets and that he wants to see the city preserved.

Meredith Levin is a 14-year resident and University of San Diego law professor who served on the board of directors and president of the Crime Victims Fund. Levin also was co-chair of the San Diego County Bar Association Family Law section and is founder of the San Diego Family Law Bar Association.

Minola Manson is a 3-year resident who has served as director of workforce development, health care, with San Diego Workforce Partnership and is a Lemon Grove planning commissioner, president of Soroptimist International Lemon Grove and a co-chair of Revitalize Broadway.

Oyuki Littleton is a 7-year resident and office and customer relations specialist who wrote about wanting clarification on the county’s tiny home project for homeless people on Troy Street, which many people have pressed the council to be on the agenda.

Lemon Grove native Robert Holaday, 79, is a licensed realtor who served as chair of the city’s Planning Commission, was president and treasurer of the Lemon Grove Chamber of Commerce and served on the city Citizens Advisory Committee for the 1980 community plan. He also was on the board of directors of California Auto Recyclers and California Tow Truck Association.

Robert Rael is a 15-year resident and systems engineer and with a background in film and social media. Rael served on the Normal Heights Cultural Council and Adams Avenue Business Association and wrote that he has plans to open an online business in Lemon Grove.

Seth Smith, a 14-year resident, ran for Lemon Grove City Council last year and captured about 20% of the votes. He is an architect and chair of the Planning Commission and is involved in the Busy Bees Garden Co-op, the Latino Diversified Lions Club, farmers market, Revitalize Broadway,

Yadira Altamirano is an 18-year resident and small business owner who previously served a year on the City Council after being appointed to finish the term of Matt Mendoza, who resigned in 2019. She has served on the board of SoCal Girls Fastpitch and NCG Softball and is involved with the Garden Club, Lemon Grove Heal Zone, the Mt. Vernon Educational Foundation and PTA and the Rock Church Homeless Ministry.
