In 2016, the San Diego Unified Port District chose developer 1HWY1 to reimagine the city’s downtown waterfront.

1HWY1 came back with a dazzling proposal to reshape 70 acres of prime waterfront into a $1.2 billion project that includes hotels, business and education spaces, a beach, a new tuna docks, boat slips, parks and more.

Initially, developers said public money wouldn’t be needed. But now the project has grown in size and scope, estimated to cost $3.6 billion, and developers say they might need up to $550 million in public money to stabilize the shoreline.
